Job Title:Superintendent, HSE

Reports to: Team Leader HSE (Offshore Logistic)

Unit / Division:Corporate HSE / HSE (Offshore Logistic)

JOB PURPOSE:

Provides leadership, guidance and management to fleet vessels on all aspects of health, safety & environment and implementation of best management practices.

KEY ACCOUNTABILITIES:

Occupational Health, Sustainability and Environment Management System

  • Maintaining Safety Management System (SMS) updates with consistent improvement to produce quality, accurate, practical, adequate and efficient procedures. Provide and develop constructive new ideas.
  • Ensure compliance with applicable legal and other voluntary compliance requirements by fleet vessels and initiate and monitor corrective actions as required.
  • Perform accident/incident investigations, root cause analysis and present findings as a part of investigating team. To review all accident/incident investigation reports and monitor implementation of corrective action.
  • Arrange ISM, ISPS, MLC, ISO 14001, 50001, 55001 and 45001 integrated internal audits, (internal and external).
  • Assist in preparing fleet budget for HSE activities.
  • Assist in preparing/reviewing all marine related contracts associated with HSEQ activities.
  • Be a member of Incident Management Team advising on HSE issues.
  • To provide guidance and mentoring to Masters and ship staff on all regulatory and voluntary compliances including HSEQ issues.
  • Participate in interviewing candidates for employment and promotions upon request.
  • Assist in inducting and de-commissioning vessels from the fleet.
  • Conduct annual integrated internal audits. To follow up on the corrective actions and effect formal closure.
  • Assist in periodical management reviews of the company’s integrated management system.
  • Assist in establishing annual integrated internal audit plan. Liaise with HSE Compliance department as necessary.
  • Verification of all inspections closure SIRE, PSC, Flag annual inspection, for effectiveness of preventive actions. 
  • Update SIRE for TMSA3.
  • Assist in reviewing all HSEQ related reports from the vessel.
  • Conduct HSEQ on board training during short voyages. Arrange for external trainers if required.
  • Assist in setting, reviewing, verifying and monitoring Company, Department and vessel’s KPIs.
  • Implement, maintain and review the Drug and Alcohol plan.
  • Conduct second party audit as delegated.

Generic Accountabilities

  • Assist in developing consistent and realistic long and short term HSEQ operational plans for the Department and vessels in line with the Division objectives.

Budgets and Operational Plans

  • Assist in developing and managing the Departmental annual HSEQ budget.
  • Monitor expenditure against approved Department budget on a regular basis; investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

  • Assist in developing and implementing appropriate Department policies, processes, systems, standards, procedures and internal controls.

Performance Management

  • Assist in contributing to the development of the Division’s KPI’s.

People Development

  • In line with TMSA3 mentor ship staff as assigned and in line with company requirements.

Organisation Structure and Development

  • Assist in reviewing, developing and recommending the appropriate organisation structure for the Department.

Risk Management

  • Assist in supporting the establishment of a Corporate Integrated Risk Management System within the Department.

Innovation and Continuous Improvement

  • Assist in promoting an organisation culture that encourages innovation, enhances employee motivation and supports initiatives for implementation of Change Management to continuously improve the Department operations and services.
  • Recommend improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.

Health, Safety, Environment (HSE) and Sustainability

  • Assist in creating a safe culture on board vessels.

COMMUNICATIONS & WORKING RELATIONSHIPS:

Internal

  • Intra/Inter department/division as required

External

  • With Class, Flag, vendors, underwriter, agents.
  • P& I club, underwriter as deemed necessary.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

  • Bachelor Degree in Marine Engineering or Nautical Science (Master,  COC Class-1 (FG) or Chief Engineer, COC class-1 (FG))

Minimum Experience & Knowledge & Skills

  • Minimum 5 seagoing years’ with a minimum of 2 years in senior officer position.

Professional Certifications

  • Master (FG) certificate of competency Class-1
  • Chief Engineer  - COC class-1 Marine Engineer (FG)
