Job Title : Specialist, Port Management 

 

JOB PURPOSE:

Support the Petroleum Ports Authority Unit Manager in sustaining and enhancing the quality and standard of
the Petroleum Ports Management operation and performance by monitoring, reviewing and rendering
professional and expert opinion and advice on the day-to-day process. This includes the management system,
standards, policies and procedures, methods of operation, correspondence, internal and/or external relationship
and to assist in measuring the Unit's performance against industry standards.

KEY ACCOUNTABILITIES:


Ports Manaqement & Administration
Study, analyze and advise the management in developing and formulating the Petroleum Ports
Authority Division strategies and long/short term plans and supports the implementation in achieving
the unit's goals.
Develop and enhance management and operating standards, policies, procedures, forms and
guidelines for PPA ports and advices the management on their efficient implementation.
Enhance and monitor implementation of the Petroleum Ports Authority "Port Regulations" in line with
the industry standards.
Set up schemes and statistics and assign the appropriate rating and values relevant to port
management and operation efficiency.
Develop, implement and use Key Performance Indicators (KPIs) to measure the Unit's performance
including, but not limited to operating expenses, revenues and losses, traffic management/controls,
stoppages, delays and downtime, port closures, incidents and accidents, health and safety
performance, customer care, port reputation, and the Emiratization program.
Analyze port statistical reports and identify potential problems so as to place a methodological approach
on how to improve performance to meet port user's satisfaction as well as the port competitive position.
Advice on safe navigation, design of navigational routs, approaches and channels, methods of
operation, vessels' acceptance criteria, ship inspections and clearance, in relevance to recognized
industry standards.
Support the Port Management in implementing and achieving targeted cost control, reliability, safety
and quality of projects relevant to port management.

Advice on implementation of port facility and terminals security system, security assessments, security
plans and security audits, etc.
Review the PPA organizational structure, the functions and working relation between each department,
lines of reporting, delegation of authority, tasks allocations as well as the job descriptions.
Recommend improvements to management system in order to improve overall performance including,
suggestion for reforming the organizational structure, and redefining functions under each department.
Analyze and evaluate the IT applications used by the Unit and suggests ways of improvement.
Analyze the current vessels inbound and outbound process flow in a step by step approach for including
the documents required at each step and suggests changes to enhance the process including vessel
pre-arrival notification, safe navigation and berthing, and notification of departure until pilot cleared.
Monitor Port Facilities developments or new Group Companies' projects in order to determine future
needs and make recommendations to optimize operations, resources and performance.
Participate in preparing projects scope of work and contributes to the preparation of tendering process,
including technical evaluation of bids.
Participate in studying and analyzing incidents and accidents, root causes, corrective actions, lessons
learnt and propose rules to be adopted in order to avoid recurrence.
Participate in Petroleum Ports Authority Unit meetings, with third parties, governmental bodies and
ADNOC affiliates, to be a member in workshops, and committees and prepares necessary relevant
documentations, presentations and studies.
Review Scope of Works and studies of projects developed by and for the Petroleum Ports Authority,
and/or the Operating companies relevant to Emergency Response, New Vessels Specifications, Ship
to Ship Transfer Operations, Oil Reception Facility, Oil Spill Response, and issue expertise
advice/opinion where appropriate.
Participate and support the handling of cases of emergency, and implementation of best industry
practice in handling shipping incidents within port limits.
 

Supervision
• Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
• Train and develop the assigned staff on relevant skills to enable them to become proficient on the job
and deliver the respective section objectives.
 

Budgets
• Provide input for preparation of the Unit/ Department / Section budgets, assist in the implementation of
the approved Budget, and work plans to deliver Section objectives.
• Investigate and highlight any significant variances to support effective performance and cost control.
 

Policies, Systems, Processes & Procedures
• Implement approved Unit/ Department/ Section policies, processes, systems, standards and
procedures in order to support execution of the work programs in line with Company and International
standards.
 

Performance Manaqement
• Contribute to the achievement of the approved Performance Objectives for the Unit/ Department/
Section in line with the Company Performance framework.
 

Innovation and Continuous Improvement
Design and implement new tools and techniques to improve the quality and efficiency of operational
processes.
Identify improvements in internal processes against best practices in pursuit of greater efficiency in line
with best industry standards in order to define intelligent solutions for issues confronting the function.
 

Health, Safety. Environment (HSE) and Sustainability
Comply with relevant HSE policies, procedures, controls, applicable legislation, and sustainability
guidelines in line with international standards, best practices and ADNOC Code of Practices.

Reports
• Provide inputs to prepare MIS and progress reports for Company Management.

COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
Frequent contacts with counterparts in ADNOC and its Group of Companies for matters of major
importance related to PPA management and future relations.
External
• Regular contacts with Governmental officials for PPA- matters related to substantial projects and
agreements as assigned.
• Contacts with PPA contractors, sub-contractors' to operating companies, and Operating Companies
representatives.

QUALIFICATIONS. EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
• Master Mariner Certificate, Foreign Going, (Class-I), or Marine Chief Engineer (Class-I), issued by
recognized maritime institution, endorsed by internationally recognized Governmental body, or
equivalent Nautical Science/Marine Degree certificate.
Minimum Experience & Knowledge & Skills
• Minimum 15 years of experience in marine field, including extensive deep sea sailing experience
preferably tankers with minimum of five years in a senior position.
• Professional experience in a managerial capacity, and good knowledge in Petroleum Port
Management, Terminal Operations, Pilotage, Ship Operations and Office Management.
